Position Title: Operations and Procurement Projects Manager

Position Location: This is designated as a Remote/Hybrid position based in Washington, DC. Remote/Hybrid employees may be asked to work from the CPD/A office in DC one or two days a week if necessary.

The Center for Popular Democracy/CPD Action is seeking an Operations and Procurement Projects Manager. This is a full-time, exempt position.

About the Position:

The Operations and Procurement Projects Manager will join the HR Administration and Operations team, and will primarily be responsible for overseeing projects aimed at enhancing organizational effectiveness, including assessing procedures and systems, implementing strategic plans and fostering institutional knowledge. Additionally, this role is responsible for the completeness of contract management at CPD/A, supporting the development of organizational systems including but not limited to time tracking, employee resources such as training materials and documents, and managing office operations in DC. This position will work closely with the Legal, Finance and Operations Team, in addition to a range of individuals within and outside CPD/A. It is expected that this position will be required to be in-person at the DC office at least weekly.

We estimate that candidates will have about 10 years of relevant experience, but our review of candidates for this role will focus on whether they can fill the needs of the position, not years of experience.

The position will report to the Director of HR Admin + Operations. 

Primary Responsibilities:

The Operations and Procurement Projects Manager will: 

  • Manage projects across the HR Admin and Operations team, including working with the Payroll and Benefits Manager and Operations Associate to develop new, as well as refine, existing HR Admin and Operations procedures and processes;
  • Actively assess existing procedures & systems in the HR Admin & Operations team to identify areas for improvement. This includes regularly engaging with staff to gather feedback, evaluating current systems for accuracy, efficiency, equity, inclusion, and recommending as well as implementing change management strategies. 
  • Own the process for contract administration in consultation with the Director of HR Admin & Operations, which include: template development, coordinating legal review, ensuring contracts meet compliance requirements, coordinating budget approval, and obtaining contract signatures;
  • Evaluate the current contracts process and software and contribute to the design, launch and implementation, as well as continual improvement of a new procurement software in collaboration with the Director of HR Admin and Operations;
  • Provide support in the  development, administration, and implementation of organizational systems at CPD/A, including, but not limited to, time tracking, employee resources such as training materials and documents, and organizational insurance upkeep.
  • Lead facilities and office management duties for the DC office including maintaining the physical workspace, managing vendors, and providing technical support to ensure a functional and welcoming office environment for all staff members and support in the New York office as needed.  

The Ideal Candidate Will Have:

  • Excellent project management skills, with the ability to adapt to changing priorities and manage competing deadlines and priorities in a fast-paced environment;Experience developing and implementing process improvements and/or building systems to streamline processes;
  • A demonstrated knowledge and understanding of contract management, best practices and software;
  • Demonstrated ability to analyze complex situations, identify key issues, and develop effective solutions;
  • Significant operations experience;
  • Experience working autonomously and collaboratively across multiple teams and departments;
  • A demonstrated commitment to social, racial, and economic justice and a deep understanding of challenges facing low-wage workers, immigrant communities, communities of color, disabled people, LGBTQ+ folks, and people at the intersections of the above communities.

Hiring Process:

Applications will be reviewed on a rolling basis beginning on June 17. Applicants should expect to participate in two rounds of group interviews and a job simulation exercise. Final candidates will be asked to provide references.  

Salary and Benefits:

CPD/A is a unionized workplace. This is a confidential position, not included in our bargaining unit. The salary for this position is determined by a salary calculation system and is not negotiable. The starting salary is $78,000 and can increase up to $88,000, depending on a variety of factors.

We have a generous benefits package, including health insurance, dental insurance, vision insurance, 15 vacation days your first year, 12 sick days per year, additional PTO, including holidays, and contributions to individuals’ 401K plans.
